The compatibility option "add spacing between paragraphs and tables" is enabled
for new documents.

Open a new writerdocument.
Open Tools|Options -> OpenOffice.org Writer -> Compatibility

-> note that "add spaciong between paragraphs and tables" is enabled.

(installed OOo 1.9m54 using the linux-rpms)

adding paragraph/table spacing at start of document and adding paragraph and
table spacing at bottom of table cell are enabled as well.

These values should be turned off by default.
If a site administrator chooses this to be enabled for better interoperability
the administrator should change the defaults.

The settings shouldn't be forced on the users that are using OOo/SO exclusively
(no MS-Office) and for many years.
(You may trigger a warning when exporting to Word format when these options are
unchecked to increase awareness regarding this difference in concept)

It was intended to activate these options by default. Target is to have Writer's
behaviour to have closer to MS Word's.
